1. Site Selection and Environmental Assessment: Prioritize locations that are flat, open, and distant from areas at risk of secondary disasters, such as avoiding the foothills of mountains prone to landslides or mudslides, or low-lying areas susceptible to flooding. Additionally, assess the surrounding transportation infrastructure to ensure rescue vehicles and supplies can arrive smoothly, facilitating rapid deployment of rescue operations.

2. Rapid Assembly and Stability: Emergency rescue operations are time-sensitive, so expandable container house must be assembled quickly in strict accordance with operating guidelines. During assembly, ensure that all components are securely connected to enhance wind and earthquake resistance, preventing structural damage during adverse weather or subsequent rescue operations to ensure the safety of rescue personnel and affected residents.

3. Functional Adaptability and Layout Planning: Based on the actual needs of rescue operations, the internal space of the expandable container house should be reasonably planned. For example, when used as a temporary medical station, areas such as diagnosis zones, treatment zones, and medication storage zones should be designated; when used as a command center, areas such as communication equipment zones and meeting zones should be set up. Ensure that each functional zone is relatively independent yet facilitates collaboration to improve rescue efficiency.

Additionally, conduct rigorous inspections of electrical wiring to prevent safety incidents such as electrical leaks or short circuits that could cause fires, thereby providing a safe working environment for rescue operations.

5. Hygiene and Epidemic Prevention Measures: If used for housing disaster-affected residents, prioritize hygiene and epidemic prevention measures. Temporary toilets and wastewater collection and treatment facilities must be set up to prevent wastewater from being discharged indiscriminately and polluting the environment. Regular disinfection of the interior of the prefab movable expandable container house must be conducted to prevent the spread of infectious diseases and ensure the health of the public.

6. Material Management and Storage: Material storage areas must be reasonably planned, with rescue materials categorized, clearly labeled, and easily accessible. A material entry and exit registration system must be established to monitor material inventory in real time, promptly replenish shortages, and ensure the continuous conduct of rescue operations.
